Hollywood unions released an EY study showing that the US share of film production budgets fell from 74% to 42% over roughly 25 years, while the television share declined from 94% to 64%, according to Variety. The research covers films costing at least $5 million in 2025 dollars and television episodes meeting specified budget thresholds, rather than every production. It comes as Congress considers a federal production incentive of 20–30%. That incentive remains under discussion. The report also acknowledges that overall production spending grew during the period, so a smaller market share does not itself mean an equivalent fall in spending.
