Twenty-five of Vietnam’s 34 localities could meet or exceed their 2026 social-housing targets, the Government News reported, citing the Construction Ministry. The national year-end projection nevertheless stands at about 85% of the assigned plan.
Completed homes versus forecasts
The country had completed 55,665 homes, or 57.2% of the plan. The projected year-end result is 82,470 against a target of 97,271. The forecast should not be presented as completed delivery.
The group of 25 localities had finished 48,422 homes against an assigned 63,371, with 69,250 forecast by year-end. Five localities—Tuyên Quang, Lạng Sơn, Sơn La, Điện Biên and Lai Châu—received no 2026 target.
Ho Chi Minh City, Hanoi, Cần Thơ and Huế face the greatest difficulty. Together they had completed 7,243 homes against 33,900 assigned, with a year-end forecast of 13,220, or 39% of their combined target.
Annual timing may change, the overall goal does not
Ho Chi Minh City, Cần Thơ and Huế proposed revised annual allocations. Their respective 2026 forecasts are 4,562, 724 and 2,436 homes, below targets of 9,000, 3,000 and 3,200.
The localities cited investment preparation, site clearance, construction time, financing and materials. The ministry agreed with their adjustment proposals, the report said, while the 2026-2030 total remains 899,857 homes. The next issue is actual year-end delivery and revised annual milestones; redistributing targets does not establish completion of projects still under construction.
