Decree 365/2026/ND-CP on rice export business takes effect on October 1, replacing earlier regulations. Standard business conditions fall from three to two, focusing on specialised storage and rice milling or processing facilities meeting food-safety requirements.
Traders may own the facilities or rent them under written contracts, but facilities used to qualify cannot simultaneously be made available to another trader for certification. The certificate-processing deadline for complete applications falls from 15 to 10 working days. Separate provisions on trader credibility assessment apply from January 1, 2028, rather than the decree's general commencement date.
