Vietnam’s Ministry of Industry and Trade issued Circular 66/2026/TT-BCT on October 6 to govern national industrial promotion planning, implementation and funding management. The ministry states that it takes effect on November 23, 2026. Its scope covers proposals, assessment, approval, delivery and financial settlement, with an information-management system incorporated into the process. Relevant organizations are responsible for complete, timely data updates. The issuance date and the later effective date are distinct.
