During a meeting in New York on September 23, To Lam asked JPMorgan Chase to help Vietnam's government, banks and businesses access international capital, including international bond and export credit channels. He also sought the bank's experience in debt management and foreign exchange reserves.

JPMorgan Chase co-CEO Troy Rohrbaugh said the bank was willing to share expertise and support the development of Vietnam's financial and capital markets. The Finance Ministry and State Bank also joined a JPMorgan-arranged non-deal roadshow for international investors. Those discussions do not mean a bond issue or financing agreement has been completed.
