Vietnam's Finance Ministry has proposed a 0.2% tax rate on abandoned land or land whose use is delayed, in amendments submitted to the Justice Ministry for appraisal, VnExpress reported. The proposal would not provide a lower-rate area allowance for land in that category. The ministry says the aim is to discourage waste and speculation. Definitions of abandoned land and the relevant period of non-use still require clarification. The measure remains a draft proposal and is not a new tax rate already in force.
