A freely available official version of Vietnam's national anthem was among the proposals discussed at a September 9 workshop in Hanoi. Bao Van Hoa reported that the Ministry of Culture, Sports and Tourism is consulting on a draft decree governing use of the anthem; the discussion did not announce new rules already in force.

The draft covers the preparation, assessment and distribution of an official arrangement and recording. Participants also called for clarity on the role of a full musical score, since ceremonies and diplomatic events do not always rely on a prerecorded audio file.

One stated aim is consistency in music and lyrics without creating a new permission procedure for ordinary use. The draft distinguishes occasions requiring the anthem to be sung from other forms of use, allowing for different settings.

Digital issues discussed included distorted or technologically falsified versions, and cases in which platforms mistakenly block legitimate distribution. A digital database was also proposed as a source of official materials.

The drafting body will incorporate feedback and continue public consultation before submitting the decree to the government. An October target mentioned at the workshop concerns the timetable for issuing the measure, rather than a confirmed date on which it will take effect.
