FIFA is expected to propose a US$6.35 billion football-development package for its next four-year cycle, Báo Văn Hóa reports. The plan would support member associations, continental bodies and other stakeholders. Approval remains a future step, with the report identifying the FIFA Congress in March 2027 as the intended decision point.

Proposed allocations and the financial context

The initial outline envisages US$10 million for each of FIFA's 211 member associations over four years. It also contemplates using more than US$3.5 billion from financial reserves. Those figures describe a proposed structure, rather than money already transferred or guaranteed to a particular federation.

Báo Văn Hóa cites an estimated US$15 billion in FIFA revenue for the 2022–2026 cycle, which includes the World Cup co-hosted by the United States, Canada and Mexico. The financial outlook helps explain discussion of greater development investment; it does not itself approve the allocations.

Financial modelling precedes the approval stage

According to the report, Gianni Infantino wrote to the six confederation leaders and FIFA Council on 28 September. He supported increasing resources for members while requesting financial models and explicit assumptions to assess feasibility.

Infrastructure, youth football and community programmes are among the intended areas of support. The proposal is expected to be developed through a Council meeting before reaching Congress. Until that process concludes, it should not be presented as a completed grant to Vietnam or another member.
