Vietnam had disbursed about VND708.6 trillion from its 2026 public investment plan by 31 October, according to a Finance Ministry report carried by the Government News portal on 3 November. The published assessment puts the rate at 74.1% against the relevant assigned plan and separately grades progress across ministries and localities.
The report also gives a 76.6% national rate. Both figures use the same disbursement total, with the difference arising from the amount of planned funding used as the denominator.
How the two rates are calculated
The 74.1% calculation uses a plan of about VND955.9 trillion. Removing roughly VND30.7 trillion in local-budget savings intended for the Lao Cai–Hanoi–Hai Phong railway reduces that base to about VND925.2 trillion and produces the 76.6% rate.
Central-budget disbursement was around VND182 trillion, or 59.6% of its plan. Local-budget funding accounted for about VND526.5 trillion, equivalent to 81%. These figures show different rates of progress across the two funding sources.
A separate score for implementation
For the 2026 plan, seven ministries or central agencies and 13 localities were rated very good. Four ministries or central agencies and one locality were placed in the poor category. The assessment uses a maximum of 100 points; some units scored at least 90 while remaining below average in their disbursement rate.
Funding carried over from earlier years is assessed separately. The ministry also identified investment procedures and unfinished project documentation among the reasons some funding had yet to receive detailed allocation. Addressing those conditions and accelerating disbursement form the work ahead for the rest of the year.
