Vietnam disbursed 673,970.1 billion dong of public investment from the state budget between January and 22 October 2026, or 65.9% of the plan assigned by the Prime Minister, according to a Ministry of Finance report published by Báo Chính phủ on 27 October 2026. Twenty-seven central ministries and agencies and 13 localities were still below the national average, some of them under 20%.

The figures come from report No. 17212/BTC-DTPT, part of the finance ministry's weekly quick reporting on how the 2026 public investment budget is being allocated and spent.

Week-on-week progress

Cut-off dateCumulative disbursementShare of the Prime Minister's plan
15 October 2026660,739.5 billion dong64.6%
22 October 2026673,970.1 billion dong65.9%

That means 13,230.6 billion dong was paid out in the week from 15 to 22 October. Leaving aside the 5% of local budget investment (30,675.4 billion dong) saved for the planned Lao Cai - Hanoi - Hai Phong railway, the national rate is 67.9% of a 991,931.6 billion dong plan.

The 2026 plan in numbers

ItemAmount
Plan assigned by the government and Prime Minister1,022,607 billion dong
of which central budget372,380.4 billion dong
of which local budgets650,226.6 billion dong
Extra allocated by localities48,948.6 billion dong
Total plan at the reporting date1,071,555.6 billion dong

Allocated to projects (excluding local extras)1,012,838.1 billion dong (99%)
Not yet allocated to projects9,768.9 billion dong (1.0%)

The unallocated money sits with five central agencies and 20 localities, mainly because new projects lack investment procedures or a place in the 2026-2030 medium-term plan, because funds added in June, July and August 2026 still await paperwork, or because some units want to hand back money they no longer need.

Leaders and laggards

Six central bodies, including the Ministry of Public Security, the Ministry of National Defence and expressway developer VEC, and 21 localities are at or above the average. Hanoi has disbursed the most, 120 trillion dong, followed by Ho Chi Minh City with 107 trillion dong.

At the other end, the Ministry of Construction is at 16.8% even though its 20.4 trillion dong is among the largest sums paid out. Vietnam Television is at 19.7%, the Vietnam Academy of Science and Technology at 13.8%, the Ho Chi Minh National Academy of Politics at 12.4%, the Ministry of Ethnic and Religious Affairs at 10.5%, the Ministry of Science and Technology at 6.9%, and the Vietnam Cooperative Alliance has disbursed nothing (0%).

What comes next

More than a third of the Prime Minister's plan is still unspent with about two months of 2026 left. Under the weekly reporting system, the finance ministry will keep tracking the 27 central bodies and 13 localities below average, along with the 9,768.9 billion dong not yet allocated.
