Hanoi is preparing an October 21 launch for its 2026 programme promoting courteous and civil conduct. The initiative aims to translate behavioural standards into everyday practice in neighbourhoods, workplaces, schools and online spaces.

Ten models with assessment criteria

The culture department's ten categories cover streets and residential areas; public offices; schools; cultural and sports facilities; families and lineages; heritage sites and festivals; open libraries; online behaviour; markets; and green, outward-looking citizens.

Their requirements address clean and attractive surroundings, responsible working practices, friendly communication and safe community activities. Each commune or ward will select one to three suitable models and conduct self-assessment supported by documentary evidence.

A stated change this year is the use of scoring criteria for each model and on-site verification. Outstanding examples scoring at least 80 points are expected to receive recognition at a December 2026 review. Registration or self-assessment alone does not establish a final result.

Short videos encourage participation

All 126 communes and wards, together with city-level agencies, had issued plans and registered models when the report was published. That measures participation, rather than competition entries or awards.

The launch is expected to include an arts programme, an introduction to the ten models and an online short-video contest about positive daily actions. Residents will be encouraged to document practical examples of considerate conduct.

After nearly a decade of Hanoi's conduct rules, the new programme emphasises sustained habits within families, organisations and communities. At the October 20 reporting point, the launch and year-end assessments remained future activities.
