A scientific symposium marking 80 years since Hồ Chí Minh's first visit to Hải Phòng received 43 papers from researchers, officials and managers. Tô Hiệu Political School and the municipal Party Committee's publicity department organised the event under city Party leadership.
Three areas of historical research
The papers examined the significance of Hồ Chí Minh's 1946 visit to France and subsequent visits to Hải Phòng, the application of his ideas to city development, and their relevance to contemporary governance and social development.
School principal Nguyễn Văn Phú described the anniversary as an opportunity to assess achievements and shortcomings and connect historical study with practical action. Participants reviewed Hải Phòng's transition from a war-damaged port into an important growth centre in the Red River Delta.
Connecting discussion with development needs
Municipal vice chairman Hoàng Minh Cường highlighted three lessons: decisions grounded in practical conditions and public responsibility; policies serving residents and businesses; and the combination of domestic and external resources with social welfare and security.
He identified high-technology industry, seaports, international logistics, coastal tourism, digital transformation and administrative reform as development priorities. References to Lạch Huyện port, the Lào Cai–Hanoi–Hải Phòng railway and a free trade zone concerned future development directions rather than completed works.
In closing, publicity department head Nguyễn Quang Phúc requested a synthesis of the research for the municipal Party Standing Committee and further work on assessment criteria. These were symposium recommendations and proposed follow-up actions, not substitutes for separate policy decisions by authorised bodies.
