Digital-payment records could help assess customers who lack a full credit history, economist Le Thanh Tam said in an article published by Bao Chinh phu. Citing Global Findex 2025, she noted that account ownership among people aged 15 and over in Vietnam rose from 30.8% in 2017 to 70.6% in 2024. Experts also stressed consumer protection, financial education and infrastructure gaps between cities and remote areas. The discussion identifies potential ways to widen financial access; it does not announce a new compulsory credit-scoring system.
