Revised documentation for the Gia Nghia–Chon Thanh expressway must reach the Finance Ministry before November 12 for further appraisal, Bao Chinh Phu reported. Standing Deputy Prime Minister Pham Gia Tuc instructed agencies to resolve questions involving financing, funding sources and the legal basis for changes to the project.
Three proposed adjustments
The ministry is to guide local authorities on changes to the investment policy, an extension of disbursement for funding from 2022 budget revenue gains and recurrent spending savings through 2028, and an adjusted implementation and completion timetable to 2028. These matters still require consideration by competent authorities.
The meeting reviewed public private partnership rules, the financial plan and the use of state funds. Construction and justice officials, the Government Office and National Assembly representatives discussed legal authority, procedures and agency responsibilities.
A regional transport connection
The project forms part of the western North–South expressway. The National Assembly approved its investment policy under Resolution 138/2024/QH15. The current implementation plan covers about 124 kilometres in five component projects, linking areas formerly in Dak Nong and Binh Phuoc, now within Lam Dong and Dong Nai as described in the report.
The road is intended to strengthen links between the Central Highlands, southeastern Vietnam and Ho Chi Minh City. Those expected benefits depend on completing the required financing and legal work. Tuc emphasised that construction may proceed only when legal conditions are satisfied.
After the local submission, the Finance Ministry must report to the government by November 25. Agencies aim to bring the matter before the National Assembly Standing Committee in December 2026, following the required review process.
