Phạm Hoàng Tùng has been appointed director of the National High-Performance Athlete Training Centre (Trung tâm Huấn luyện vận động viên cấp cao quốc gia), a unit of Vietnam's Sports Authority (Cục Thể dục thể thao Việt Nam). According to a notice published by the Sports Authority on 28 October 2026, the appointment was made under Decision No. 1552/QĐ-TDTTVN and took effect on the date of signing. Before the move, Tùng was director of a separate body, the National High-Performance Athlete Development Centre (Trung tâm Đào tạo vận động viên cấp cao quốc gia).
Tùng was born on 20 October 1975 and holds a doctorate in education science as well as an advanced qualification in political theory. Under the decision, his term is counted in line with Decision No. 1188/QĐ-TDTTVN of the Sports Authority, dated 8 August 2026. The notice does not give the date on which Decision 1552 was signed.
Responsibility for carrying out the decision lies with the Sports Authority's chief of office, the heads of its personnel and its planning and finance divisions, the training centre itself, the heads of related agencies and units, and Tùng himself.

The Sports Authority said that in every post he has held, Tùng has worked hard and completed his assigned tasks well.
Why the appointment matters
According to the Sports Authority, the appointment completes the centre's leadership and is meant to ensure effective management and delivery of its duties, above all the training and development of high-performance athletes, in line with the needs of Vietnamese sport in its next phase.
What comes next
With the decision already in force, Tùng now runs the training centre for a term counted from Decision No. 1188/QĐ-TDTTVN. The notice does not say how leadership of the National High-Performance Athlete Development Centre will be arranged after his move, nor does it set out specific new tasks for the training centre.
