Vietnam’s Ministry of Finance says R&I upgraded the country’s foreign-currency issuer rating on October 8 from BB+ with a positive outlook to BBB- with a stable outlook. This is Vietnam’s first investment-grade assessment from that agency. R&I cited growth prospects, reforms and fiscal space, while noting issues concerning credit, banking and property lending. The decision is specific to R&I’s assessment and does not establish equivalent upgrades by other rating agencies.
