UEFA has asked FIFA to answer 42 questions about its governance under Gianni Infantino, according to a letter seen by Sky Sports News. UEFA general secretary Theodore Theodoridis wrote to FIFA counterpart Mattias Grafstrom on Monday following concerns raised at last week's FIFA Council meeting in Zurich.

The eight-page list covers 12 subjects. UEFA has requested a response within two weeks and immediate access to an audio recording of the meeting.

Financial decisions face scrutiny

Questions about the FIFA Forward Enterprise proposal focus on the agreement granting exclusivity to Thrive Capital. UEFA wants to know who authorised it, why the FIFA Council was not consulted beforehand and when supporting documents were due to be submitted.

The letter also seeks the assumptions behind the proposed valuation and investment structure, and an explanation of how development funding for member associations was linked to external investment. Additional remuneration for Infantino, travel and accommodation spending, and World Cup hospitality allocations are among the other financial topics.

These are requests for explanations and records. The letter does not establish the outcome of an investigation into those matters.

Disciplinary and electoral processes questioned

UEFA also asks about the review of Balogun's disciplinary case following a telephone call from US President Donald Trump to Infantino. It seeks details of that conversation and subsequent communications inside FIFA.

Other sections concern electoral safeguards, the creation of the FIFA Peace Prize, World Cup match procedures and potential conflicts of interest involving transactions and people connected to Trump.

Theodoridis argues that future governance reforms cannot replace accountability for previous decisions. Sky Sports said FIFA had been contacted for comment. The next substantive step will be FIFA's response and any documentation explaining how the decisions were approved and supervised.
