As of September 23, 39 transitional wind and solar projects with nearly 2,200 MW of capacity had either not submitted pricing dossiers or paused tariff talks with EVN, according to ministry figures cited by VnExpress. Seven had stopped negotiations and 32 had not filed.

These projects missed the earlier feed-in tariff scheme and need to negotiate under the current price framework. Their tariff status does not mean all 39 have stopped construction or generation.
