Comments requested on a draft decision

Vietnam's Ministry of Industry and Trade issued document 8615/BCT-ĐL on October 19 seeking comments on amendments to Decision 14/2025/QĐ-TTg, which sets the structure of retail electricity tariffs. Agencies and organisations are asked to send responses to the Electricity Authority before October 22, 2026.

The consultation package includes a draft submission, draft decision and a comparison with explanatory material. The ministry will refine the documents before sending them to the Ministry of Justice for appraisal. This is a drafting stage rather than the commencement of a new household electricity price.

The ministry is following an expedited procedure under government instructions issued in September. Its notice links the work to the tariff structure in the May 2025 decision and national electricity-system time bands in Decision 963/QĐ-BCT of April 22, 2026.

A separate legislative discussion

A separate Electricity Law amendment presented to parliament proposes a pathway towards household time-of-use pricing when technical conditions permit. That parliamentary bill is distinct from the consultation on the implementing decision.

The related report says households still use progressive residential tariffs, while meters, infrastructure and the ability to shift demand require assessment before wider time-based charging. Those issues provide policy context without establishing immediate implementation.

The consultation confirms the document being amended, the materials circulated, the comment deadline and the next appraisal step. It does not announce that households have already moved to a five-tier structure or time-of-use billing.
