Vietnam's Finance Ministry and the Asian Infrastructure Investment Bank discussed expanding infrastructure cooperation at a November 4 meeting. According to the ministry, Deputy Minister Tran Quoc Phuong met AIIB chief investment officer Kim-See Lim, Mekong regional director Xiaolan Wang and their delegation.
Matching financing with investment needs
Phuong identified transport, energy, urban infrastructure, regional connections and climate-related investment as areas of interest. He said cooperation remained modest relative to its potential, partly because many Vietnamese agencies were still becoming familiar with the bank's operations and financing terms.
The ministry requested information on funding policies, procedures and experience from projects in other countries. It also encouraged direct discussions between AIIB and ministries, local authorities and project owners.
Phuong stressed that financing choices should reflect competitive terms and Vietnam's ability to balance resources. More detailed information would help agencies assess suitable partnerships.
Preparing a longer-term project pipeline
AIIB representatives expressed interest in building a long-term cooperation portfolio. They offered to examine investment proposals and suitable financing approaches, while encouraging early project preparation to help allocate resources and specialists.
For major infrastructure, the bank emphasised technical standards, procurement, environmental and social requirements, resettlement and construction safety. Cooperation would take account of national needs, priorities and regulations.
The meeting concluded with a call to turn broad intentions into practical programmes and projects. Further information exchanges, direct engagement with project owners and preparation of a prospective pipeline are the next steps outlined by the participants.
