Can Tho has issued a 2026-30 plan to improve the use of community cultural and sports facilities, according to Bao Van Hoa.

Each commune or ward is asked to develop at least one effective model suited to local conditions.

Use and participation first

The city wants results measured through practical activity and residents' satisfaction.

The plan warns against investing in buildings without maintaining regular programmes.

Existing facilities and resources should be prioritised, supporting cultural events, sport, learning and community contact.

Activities are expected to reflect the needs of children, women, older residents, workers and ethnic-minority communities.

Evening and weekend programmes are encouraged to make participation easier.

Staged implementation

The 2026 phase covers launching the programme, preparing plans and registering local models.

Implementation, monitoring and assessment are scheduled for 2027-29, followed by a review in 2030.

Those dates describe work still to be carried out, not projects already completed.

The culture, sports and tourism department will guide localities, while relevant agencies support land and facility arrangements.

The plan also encourages voluntary, transparent contributions from community groups, artists, coaches, organisations and businesses.

Its intended outcome is sustained use of local spaces rather than the simple existence of a registered model.

Actual effectiveness will depend on programmes continuing to meet residents' needs throughout the implementation period.

The scheduled 2030 review will assess implementation and recognise successful local examples.
