Vietnam’s national target programmes within the merger had disbursed VND 1,439 billion in 2026 central-budget funding by 31 October, about 8.73% of the plan and estimates assigned by the prime minister. Government News cites Finance Ministry figures presented at a 5 November meeting chaired by Deputy Prime Minister Hồ Quốc Dũng.
Two funding pools, two measures
The VND 1,439 billion figure covers 2026 central-budget funds. A separate pool consists of 2025 central funding carried into 2026: of VND 19,691 billion tracked by the Finance Ministry, VND 10,134 billion had been disbursed by 31 October. The two pools do not share the denominator used for the 8.73% figure.
The meeting reviewed the 2026–2035 national target programme for cultural and social development, rural areas, ethnic communities and mountainous regions. Ministries were preparing targets, but progress differed among them, according to the agriculture and environment ministry.
The report identified local difficulties in assigning tasks, identifying beneficiaries and dividing responsibilities. It also cited extended funding-allocation processes and missing baseline or local data for some indicators.
Tasks after the meeting
The deputy prime minister called on ministries and local authorities to move faster from preparation to implementation, linking decentralisation to responsibility and resources. Government News says he also stressed that the merger must not narrow objectives or benefits already decided by the National Assembly.
The agriculture and environment ministry was tasked with coordinating work on rural and cultural development criteria for 2026–2030. The finance ministry was asked to complete its review of medium-term public investment allocations, aiming for before 15 November 2026.
Those are assigned tasks and a target date, not proof that all funding has been allocated or projects have begun. Later reports are needed to establish delivery.
