Vietnam’s central bank and the Banking Working Group discussed priorities for their 2027 cooperation plan at a meeting on November 2, according to the State Bank of Vietnam’s information portal. Deputy Governor Nguyen Ngoc Canh met BWG chairman Victor Ngo, who is also UOB Vietnam’s chief executive, and representatives of foreign banks.

Progress on banking recommendations

Ngo said the central bank had addressed 21 of the 39 issues raised by BWG during 2025 and the first half of 2026. Relevant departments had responded to the remaining issues and suggested approaches for handling them. The account therefore distinguishes completed responses from matters already resolved.

Participants discussed the banking legal framework, anti-money laundering provisions and system safety. BWG also offered international experience and recommendations concerning governance, licensing and permitted activities at Vietnam’s international financial centre. Those proposals were presented as part of the policy dialogue.

Credit conditions and practical cooperation

The central bank said systemwide outstanding credit stood at VND 20.7 quadrillion on October 21, up 11.7% from the end of 2025. It described using open market operations flexibly, managing exchange rates in line with market conditions and directing credit towards production, business and priority sectors.

Canh encouraged further exchanges on digital transformation, cashless payments and banking products. These fields connect the policy discussion with operational expertise available from foreign lenders.

The next step is coordination between central bank departments and BWG on their 2027 priorities. They were asked to collect industry recommendations, share market information and work with other groups within the Vietnam Business Forum to support further improvements to banking policy.
