Associate professor Dang Duc Huy of Canada's Trent University recommends developing Vietnam's rare-earth value chain through efficient extraction, deeper processing, longer material lifetimes and recycling. He emphasises domestic technology capabilities and coordination among researchers, businesses, authorities and communities. Environmental baseline data should be established before extraction expands. The proposals represent an expert's recommendations and do not announce approval for a new mining project or a newly adopted industrial regulation.
