Lào Cai has identified materials manufacturing as a development pillar in provincial Plan 494/KH-UBND. The strategy emphasises deeper processing, higher added value and a stronger role in national strategic-material supply chains, alongside environmental protection and the interests of communities in mining areas.
Output and project targets for 2030
The province aims for average annual industrial-production-index growth above 12% and a manufacturing share of 13.8% of regional output. It also seeks to end raw-mineral exports and collect at least VND 3.25 trillion annually on average from mineral activities.
Officials want to attract and implement at least three deep-processing projects in rare earths, graphite, phosphorus, electronic-grade chemicals or battery materials. Priority investors should have financial capacity, modern management and commitments to transfer core technology. Existing businesses are encouraged to extend downstream phosphorus and metallurgy product chains.
Environmental work and supporting infrastructure
The plan targets conversion of Tằng Loỏng into an ecological industrial park and recycling or treatment of at least half the annual gypsum waste and phosphorus-furnace slag. It seeks energy-efficiency measures at 62% of industrial businesses.
For construction materials, the province wants 40% of fired-clay-brick facilities to switch to unfired materials and at least one materials research and testing centre. Full digitisation of geological, mineral and materials-industry data is planned for 2027.
Planning reviews and improvements to transport, logistics, power and water infrastructure will support investment. A 2045 vision envisages a modern, green and circular materials centre. These remain policy goals, rather than evidence that the proposed projects or technology capabilities are already complete.
