Vietnam's road authority has proposed accelerating electric-vehicle charging infrastructure at expressway rest stops and addressing electricity supply and investment procedures. A report published by Báo Chính phủ says new sites have charging spaces in their designs, while many existing stops have yet to complete the facilities.

On the eastern North-South expressway, the report identifies 36 rest stops, seven of which were completed and operating before 2024. Of those seven, two had charging facilities at the time of the report: Tây Ninh Bình had 24 of 24 charging positions operating, while Xuân Khiêm Ninh Bình had 12 of 26.

New projects and operating positions

For 21 stops overseen by the Ministry of Construction with investment contracts signed, designs allocate at least 10% of parking positions to electric charging, the authority said. That is a design provision, not confirmation that all those spaces are operational.

Among Petrolimex projects, the Mai Sơn-Highway 45 stop had 10 charging posts operating on each side, with two ports per post. Eight other stops backed by the investor were being developed, designed for 20-22 charging positions per side and expected to finish during 2026.

Power supply and recommendations

The authority said some older stops were built before current standards took effect. Sites far from residential areas can face insufficient grid capacity and high costs for lines and substations. Certain stops managed by VEC also face contract procedures involving existing operators.

The authority recommended that localities and investors coordinate electricity connections and complete charging facilities alongside rest stops. It also proposed studying green-fuel infrastructure, including CNG, LNG and hydrogen, on major routes. These are recommendations and plans, not confirmation that the work has been completed.
