Feedback concerning E10 petrol has fallen sharply since Vietnam's nationwide rollout, Deputy Industry and Trade Minister Luong Hoang Thai said at a November 4 government press conference. VnExpress reported that the ministry had received 315 comments, mainly in June and July, with almost no additional reports in September and October.

Supply and consumption figures

E10 RON 95-III went on general sale on June 1. Officials said distribution remained stable and inspections had found no systemic quality violations.

Eleven licensed businesses have combined biofuel blending capacity of 1.41 million cubic metres per month, compared with consumption of approximately one million cubic metres. Three domestic plants continue to supply E100 ethanol.

E10 represented more than 92% of biofuel petrol consumption between June 1 and October 27, with E5 accounting for nearly 8%. Following the November 3 adjustment, E10 RON 95-III cost VND23,230 per litre, more than VND3,400 above its late-February level.

Quality checks and emissions measurement continue

Thai said market, measurement and quality supervision would continue. Stable demand is expected to encourage some previously idled ethanol plants to resume operations and add domestic supply.

Environmental monitoring remains at an early stage after about five months, with results varying across locations. Thai cited theoretical research suggesting that replacing roughly one million cubic metres of conventional petrol annually with E100 ethanol could cut about 2.5 million tonnes of carbon dioxide.

Further measurements are planned to assess actual emissions effects alongside ongoing supervision of the biofuel market.
