Revisions follow an earlier consultation
The ministry identified the amended energy-efficiency law, numbered 77/2025/QH15, and Article 20 of Decree 30/2026/NĐ-CP of 21 January as the legal basis cited for preparing the proposal.
An earlier consultation was circulated through Official Letter 4227/BCT-ĐCK on 9 June. Following responses from ministries and agencies, the drafting body supplemented the dossier and prepared explanations of how comments had been considered. The proposed decision covers the fund's establishment, organisation and operation, alongside financial management arrangements.
The deadline concerns comments, not grants
Four sets of documents were circulated: a draft submission to the prime minister, a draft decision, an explanatory document and a table responding to earlier comments. The next step described by the ministry is to collect further feedback and complete the submission.
The 22 October deadline applies to comments in that consultation process. It is not an announced opening date for public or business applications. The notice does not say the fund has already been established, given a budget or made payments to projects. No particular grant entitlement, approved beneficiary or financial award can therefore be inferred from this consultation announcement.
