Dung Quất Economic Zone has received in-principle backing for special mechanisms intended to develop a national refining, petrochemical, shipbuilding and energy centre. Quảng Ngãi authorities reported the Politburo's direction on 19 October.

Further legal steps required

The announced approach would allow mechanisms used in the Hải Phòng and Đà Nẵng free-trade zones, together with the highest incentives available under the Urban Development Law.

The Government Party Committee was assigned to coordinate with the National Assembly Party Committee on adding the proposal to the programme and resolution of the 16th National Assembly's second session. That would provide a basis for subsequent government decisions on specific mechanisms.

The current development is therefore approval in principle and preparation of the legal basis. It does not establish that every proposed investment, land or other incentive has already entered into force.

Industrial base and future targets

Dung Quất has deep-water port facilities, transport links and power, water and waste-treatment infrastructure. It also hosts Vietnam's first oil refinery, which began operating in 2009 and has annual crude-processing capacity of 6.5 million tonnes.

The economic zone has 296 active projects with VND421.683 trillion in registered capital. Of these, 217 are operating, with approximately VND282.457 trillion in realized investment.

By 2030, the planned centre aims to supply all fuel demand in central Vietnam and the Central Highlands and at least 30% nationally. Other targets include crude stocks equivalent to 20 production days, fuel stocks equal to 20 consumption days and $5 billion in investment attraction.

The longer-term ambition is $50 billion by 2045 and a stronger innovation role in energy and materials. Those are planning targets, while the special-policy framework still requires the announced legislative and government steps.
