Vietnamese banks continued cutting dollar quotations in VnExpress’s November 3 report, with a cited buying-selling range around VND25,560–25,970. It described an eighth consecutive decline, totalling almost VND100, while the central reference rate moved less sharply.
Different quotations measure different channels
Vietcombank reduced its rates by another VND10, VietinBank by VND25, and several private banks by around VND20. Some selling quotations reached VND25,940, described as the lowest in a year and a half.
The State Bank’s central rate stood at VND25,630 after a fourth consecutive decline. The report gave a permitted commercial-bank range of VND24,348–26,911 under the 5% band. That reference measure is distinct from a bank’s actual customer buying or selling rate.
Some Ho Chi Minh City exchange shops quoted approximately VND26,000–26,200, slightly higher than early in the week. Those observations do not represent the entire banking system.
Forecasts are not completed transactions
VietinBank’s foreign-exchange desk assessed short-term stability in its late-October bulletin. UOB, a bank cited by VnExpress, forecast VND26,300 in the final quarter, then VND26,600 and VND26,800 in the following first and second quarters. MB Securities instead projected VND26,800–27,000 at year-end.
These are differing institutional forecasts rather than established future prices. The next comparison requires a newer dated quotation for the same transaction side and channel. The differing bank, reference-rate and forecast figures provide separate benchmarks for comparing the next reported period.
