Vietnam cut its ceiling prices for petrol and raised those for diesel and fuel oil from 15:00 on 22 October 2026. Under the notice the Ministry of Industry and Trade sent to fuel wholesalers and distributors, reported by VietnamPlus and Báo Chính phủ, E10RON95-III petrol may not be sold above 25,213 dong a litre, down 1,816 dong, and E5RON92 above 25,361 dong, down 1,610 dong. Diesel 0.05S rose 444 dong to a ceiling of 29,550 dong a litre.

New prices and changes are the ministry's; KBVN+ derived the previous ceilings from them. E10 is now 148 dong a litre cheaper than E5.

Regulators set aside 300 dong a litre for the price stabilisation fund on biofuels and nothing on diesel or fuel oil, and drew nothing from the fund. Báo Chính phủ said this follows the trade minister's Decision No. 2774 of 2026.

According to VnExpress, the move tracks world prices: over the past seven days the RON 95 used to blend E10 fell 8.4% to 133.5 USD a barrel, diesel rose 1.8% to 168 USD, and fuel oil rose 3.7% to 800.6 USD a tonne.

Pump prices sit below the cap

The published figures are maximums. VnExpress reported that Petrolimex and PVOIL are again selling 300-350 dong a litre below the ceiling, putting E10 RON 95-III at around 24,860-24,910 dong and E5 RON 92 at around 25,010-25,060 dong at their stations until 29 October.

In the 15 October round, VietnamPlus reported, 14 wholesalers sold below the announced price: PVOIL, Long Hưng and Trường An by 350 dong, and Petrolimex and 10 others by 300 dong, while 12 sold at the regulated price. Drivers can compare station prices on the ministry's "Quanh tôi" app, launched on 1 June 2026.

Three weeks of adjustments

  • 8 October: E10RON95-III rose to 28,254 dong a litre; diesel fell to 29,128 dong.
  • 15 October: E10RON95-III fell 1,225 dong to 27,029 dong; E5RON92 fell 732 dong; diesel fell 22 dong; fuel oil rose 1,043 dong a kg.
  • 22 October: E10RON95-III fell 1,816 dong to 25,213 dong; diesel rose 444 dong to 29,550 dong.

That leaves the E10 ceiling 3,041 dong a litre below its 8 October level and diesel 422 dong above it. VietnamPlus reported Brent futures at 111.64 USD a barrel at 13:26 Vietnam time on 22 October, the highest in nearly five months.

What comes next

The new ceilings apply until the ministry's next announcement. The system itself is being rewritten: the Prime Minister has asked the ministry to finalise and submit a new fuel trading decree by 10 November (related story). Under the proposal described by VnExpress, the state would stop announcing periodic base prices, and wholesalers and distributors would set retail prices by a prescribed formula and declare them to regulators. VietnamPlus reported that the ministry has also proposed ending the stabilisation fund from 2027, replacing it with time-limited maximum prices, price bands or fixed prices when needed.
