Petrolimex and PVOIL proposed restricting trading between fuel distributors during a September 30 consultation on a draft decree. Distribution businesses expressed concern that tighter purchasing channels could disrupt supply.
The draft presents two approaches: restrict inter-distributor trading with exceptions to protect supply, or permit it subject to physical delivery, ownership transfer and traceable origin. These are competing proposals in the consultation process, not a prohibition already in force.
