The State Bank of Vietnam clarified its draft circular on anti-money-laundering supervision in the banking sector on the evening of September 29. According to the explanation reported by VietnamPlus, supervision covers institutions within the central bank’s remit, including credit institutions, foreign bank branches and payment intermediary service providers.
Collecting and classifying information about customers, shareholders or managers is intended to assess institutional risk; it does not establish those individuals as a new category of supervised entities. The central bank also said the draft does not expand existing reporting obligations. The text remains a draft rather than a new rule already in force.
