Authorities in Quang Tri are seeking a comprehensive assessment and a way to complete the unfinished Ba Don urban drainage and sanitation project. The nearly VND400 billion scheme still cannot operate as an integrated system, VietnamPlus reported on October 16.

Construction began in 2016 with a planned 36-month duration and wastewater-treatment capacity of 3,000 cubic metres per day. The initial €13.6 million investment was later adjusted to €14.9 million. Its service area now falls within Ba Don and Bac Gianh wards.

Incomplete works and a terminated contract

The project owner said implementation stood at 67.2% on October 15, 2022, when contractor SUEZ notified it of contract termination. A later owner update put completed work by value at 69.17%, with approximately VND269.696 billion paid. The percentages concern different reporting points.

Pipelines, household connections, equipment and treatment-plant works remain unfinished. Construction at the plant stopped in 2021 while the main structures were incomplete.

VietnamPlus reported differing positions from SUEZ and the owner over financial assurances. The parties agreed to end the contract and signed its liquidation in late June 2025. ODA funding has ended, and construction has not resumed.

Funding options under consideration

Provincial People's Council chairman Nguyen Dang Quang said authorities had requested a full review, identification of a technical stopping point, acceptance checks and settlement under applicable rules.

Options include adjusting the remaining project and considering resources under the 2026–2030 medium-term public-investment plan. The management board also proposed a new package for unfinished works. These are proposed next steps, not confirmation of new funding or restarted construction.
