Southeast Asia Commercial Joint Stock Bank (SeABank) has named board member Tran Thi Thanh Thuy as its chairwoman from 22 October 2026, replacing Le Van Tan, who resigned to move into the chief executive's role pending central bank approval, VietnamPlus and VnExpress reported. The Hanoi-based lender also cut its 2026 pre-tax profit target by 15%, from 7,068 billion đồng to 6,008 billion, and lowered deposit rates on terms of six months or more.
The leadership reshuffle
SeABank announced the changes on 23 October 2026. It is seeking State Bank of Vietnam approval for Tan to become chief executive in place of Le Quoc Long, whose three-year term (November 2023 to November 2026) is ending. In a press release quoted by VnExpress, the bank said preparing senior management in advance showed consistency and a stable transition in its governance.
Thuy, born in 1965, holds a master's degree in economics from the Banking Academy and has nearly 40 years in finance. Before SeABank she spent more than two decades at Vietcombank in foreign exchange, correspondent banking and priority banking.
| Date | Milestone |
|---|---|
| 2015 | Joins SeABank, later deputy CEO |
| 17 Apr 2024 | Elected to the 2023-2028 board |
| 22 Oct 2026 | Becomes chairwoman |
| Nov 2026 | Le Quoc Long's CEO term ends |
The board has eight members, two independent and three foreign. VnExpress noted that standing vice chair Nguyen Thi Nga directly holds about 4.22% of the bank.
A smaller profit goal, unchanged growth targets
The new profit target is 6,008 billion đồng, while goals for 10% asset growth, 23% deposit growth and 17% credit growth stay the same, according to VnExpress. Management called the voluntary cut a proactive, cautious but necessary step as banks lower rates under State Bank guidance. VietnamPlus said the bank wants to put growth quality ahead of size, make full provisions and invest in digital technology.
What it means for customers
Depositors will notice first: SeABank reduced rates on terms of six months or longer by 0.5 to 0.7 percentage points a year, VietnamPlus reported. The bank says this gives room to cut lending rates for individuals and businesses, especially priority sectors, small and medium-sized firms and green projects.
What comes next
Tan's appointment as chief executive still needs State Bank approval, and Long's term ends in November 2026. Founded in 1994, SeABank is listed on the Ho Chi Minh City Stock Exchange.
