Vietnam’s northern midland and mountainous provinces have been instructed to update growth scenarios by month, week, sector and project while pursuing double-digit growth. The Government News reported regional nine-month GRDP growth of 9.43%, above the national 9.01% average but below the region’s planned scenario.

Industry leads, local performance diverges

Industry and construction grew 13.03% and contributed approximately 57% of regional GRDP growth. Thái Nguyên and Phú Thọ remained leading drivers, while Sơn La, Lạng Sơn and Cao Bằng were among localities below target.

Public-investment disbursement approached VND55 trillion, or 63.7% of plan. Registered nine-month FDI was US$9.68 billion and goods trade reached US$173.67 billion. These are regional measures for the reporting period, distinct from national ten-month statistics.

The notice identified slow restructuring, uneven development and difficulties operating the two-tier local-government system. Some ODA, technology, digital-transformation and interregional-project funding remained slow to disburse.

Move resources towards executable projects

Authorities were told to pursue full-year disbursement of 100% of the public-investment plan and resolve land, materials, procedure and workforce obstacles. Funds should be reviewed for transfer from projects unable to spend to projects ready to proceed.

The priorities include nine major interregional projects, key expressways and stalled developments. The 100% figure is a year-end goal, not the reported result. Next comes preparation of the 2027 socioeconomic plan linked to 2026-2030, with named responsibilities, deadlines and outputs, alongside the ambition to strengthen connections between ASEAN and southwest China.
