Vietnam's Ministry of Industry and Trade has issued guidance following preliminary US findings in an administrative review of antidumping duties on Vietnamese paper shopping bags. The Trade Remedies Authority urged affected companies to examine calculations and prepare submissions within the stated deadlines.

One respondent remains under review

The US Department of Commerce published preliminary findings on 14 October 2026 in case A-552-836. The review covers 3 January 2024 to 30 June 2025 and products within the duty order issued on 18 July 2024.

Five Vietnamese companies initially requested review. Four withdrew within 90 days of initiation, ending their reviews. The remaining company became the sole mandatory respondent, and the preliminary result applies to that respondent.

The case has not reached a final determination. The announcement does not impose a newly finalized uniform rate on every Vietnamese exporter.

Different deposit categories

After final results, the reviewed respondent's deposit rate will follow its final margin. The ministry says no deposit would be required if that margin is zero or below the 0.5% minimum threshold.

Exporters with an existing separate rate retain 36.51%. Vietnamese exporters without a separate rate face the 92.34% countrywide rate; non-Vietnamese exporters without their own rate use that of the Vietnamese supplier. The 92.34% figure therefore does not describe every company.

The authority recommends preparing comments before 4 November and considering a hearing request before 13 November. It also highlights coordination with US importers on duty-reimbursement certifications and control of material origin. These are procedural steps preceding final results, rather than confirmation of the reviewed respondent's final duty.
