Vietnam and Australia signed an additional agreement for the Aus4Growth energy project in Hanoi on 15 October. Vietnam's Ministry of Industry and Trade says the 2026–2031 programme has proposed non-refundable ODA funding of AUD18.3 million through Australia's DFAT.
Three areas of energy support
The first cooperation area concerns sustainable, lower-carbon energy development, including competitive electricity markets and renewables. The second covers modern power-system management, advanced technology and digital transformation.
A third area develops the sector's ecosystem through capacity building and information sharing. These aims sit alongside energy security, reliable supply and reasonable costs.
The ministry connects the programme with Vietnam's 2050 net-zero objective. That is a long-term goal the project seeks to support, not an environmental outcome already achieved by signing.
Technical implementation follows the agreement
Deputy minister Trương Thanh Hoài and Australian chargé d'affaires Renee Deschamps signed the arrangement. The cooperation sits within the comprehensive strategic partnership established in March 2024.
Hoài emphasised knowledge, international experience and technical solutions alongside financial support. Deschamps described translating shared priorities into practical work on electricity markets, renewables and grid modernisation.
The Electricity Authority is assigned project ownership and preparation of management arrangements, coordinating with DFAT, the Australian embassy and partners.
Technical activities are to follow the ceremony according to sector priorities. The funding figure is a proposed programme scale, not confirmation of full disbursement or completed infrastructure. Its stated currency is Australian dollars, not US dollars.
