Vietnam lowered its maximum selling prices for E5RON92 petrol, E10RON95-III petrol and diesel from 22:00 on 3 November, while raising the fuel-oil ceiling. The Government News portal and the Industry and Trade Ministry’s full notice set out the changes.
The figures distinguish products sold by the litre from fuel oil priced by the kilogram, providing the basis for businesses to adjust their selling prices under the applicable rules.
The published product ceilings
E5RON92 was capped at VND23,203 a litre, down VND1,020. The E10RON95-III ceiling fell VND928 to VND23,231 a litre, leaving a VND28 difference between the two petrol grades.
Diesel 0.05S was set at no more than VND28,876 a litre, a VND1,370 reduction. Fuel oil 180CST 3.5S moved in the opposite direction, rising VND378 to a maximum of VND23,974 a kilogram. The ministry’s international product-price averages fell 8.05% for RON95 used in E10 blending and 4.78% for diesel, while fuel oil rose 1.92%.
Basis for the adjustment
The ministry said the petrol base price had fallen more than 10% from the preceding adjustment period, crossing the threshold for a price change. The comparison also follows the reduction of petrol’s special consumption tax to zero from 1 November.
The stabilisation fund receives VND700 per litre of biofuel petrol. Contributions for diesel and fuel oil are zero, and the period includes no fund disbursement for the listed products.
The announced base-price period runs until the next ministry announcement. Officials said they would continue monitoring market movements and checking traders’ responsibility to maintain supplies. Between base-price announcements, wholesale and distribution businesses decide their price adjustments in accordance with the applicable regulations.
