Culture, Sports and Tourism Minister Lam Thi Phuong Thanh will chair the state council assessing candidates in the fourth round of People's Artisan and Meritorious Artisan titles for intangible cultural heritage. Bao Van Hoa reported the council's membership and responsibilities on October 16.
Deputy minister Hoang Dao Cuong and Central Emulation and Commendation Board head Pham Huy Giang serve as vice chairs. Other members include officials, specialists and heritage researchers.
Assessment before formal awards
The council will help the prime minister assess and select qualified individuals. Recommendations then proceed to the prime minister for submission to the president, who decides on awards. Establishing the council is not an announcement of successful recipients.
The report said its work follows Decree 93/2023. The culture ministry is the standing agency, with a supporting secretariat established by the minister. Members serve concurrently with their other duties, and the council dissolves after completing its task.
Operating and assessment expenses are covered within the ministry's budget under the cited finance-ministry regulation.
Talent, contribution and transmission
Criteria described in the article include outstanding skills, contributions to safeguarding heritage, valuable cultural products and teaching others. For the People's Artisan title, the listed conditions include at least 20 years of continuous or accumulated relevant activity and prior Meritorious Artisan recognition.
The corresponding experience period described for Meritorious Artisan is at least 15 years, alongside professional and contribution requirements. Years of activity alone do not guarantee an award. Individual assessment remains part of the council's procedure and the competent authorities' decision.
