Hanoi signed a turnkey contract with the Vinhomes–SGC consortium on October 15 for five urban railway lines covering approximately 253.5 kilometres. The Government's electronic newspaper reported preliminary funding needs exceeding VND1 quadrillion, with operation targeted before December 31, 2030.

Five lines covered by the contract

The programme comprises lines 1, 2, 8, 10 and 14, together with maintenance depots. Their planned routes connect the city centre with Noi Bai airport, satellite urban areas, new development zones and major transport hubs.

Under the EPC/Turnkey arrangement, the consortium is responsible for surveys, design, equipment procurement, construction, installation, systems integration, testing and handover. Hanoi is using a framework based on FIDIC contracts, adapted to Vietnamese law.

The city instructed the contractor to prepare detailed plans for each line, identify critical construction schedules and mobilise resources for parallel work where conditions allow. Hanoi's Metropolitan Railway Management Board is responsible for contract supervision, quality, costs and disbursement.

Integration and delivery requirements

The lines are intended to use standard 1,435-millimetre track gauge, communications-based train control and GoA4 automation. Those are project specifications and objectives, rather than evidence that construction or commissioning has finished.

City authorities also require compatible trains, signalling, power, operations and maintenance standards, while avoiding dependence on a single supplier. Technology transfer and staff training are to begin during design and equipment selection.

Vinhomes representatives requested support with land clearance, relocation of existing infrastructure and geological surveys. The consortium pledged resources towards the 2030 deadline, while the city committed to coordinating outstanding procedures and resolving implementation obstacles.
