Standing Deputy Prime Minister Phạm Gia Túc has asked the Industry and Trade Ministry to refine a draft resolution on balanced trade management. The Government News reported discussions on import-export risks, market diversification and agency responsibilities before issuance.
Origin controls alongside legitimate trade
Deputy Minister Lương Hoàng Thái presented the draft’s aims: managing export growth, pursuing an appropriate trade balance, diversifying markets and preventing origin fraud.
The ministry proposed seven task groups. They include reviewing foreign-investment activities at risk of trade fraud, stronger origin verification, early warnings and support for compliance with international trade and trade-remedy requirements.
Participants requested clearer distinctions between unlawful transshipment or circumvention and legitimate transport and transit. They also stressed that stronger controls should facilitate lawful production and trade rather than leave businesses facing unclear definitions or overlapping responsibilities.
Responsibilities must be settled before implementation
Phạm Gia Túc called for a balanced approach considering both surpluses and deficits while concentrating on urgent problems. The ministry must review the draft, its measures and the responsibility-allocation appendix, incorporating appropriate comments.
The discussion also covered interagency data sharing, digital management and investment and trade regulations. Market proposals involve better use of free-trade agreements and new partnerships grounded in actual economic needs.
The next step is revision so tasks fall within each agency’s authority and can be implemented after the resolution is issued. The measures remain draft content at this stage; the meeting identifies work needed before approval and execution rather than announcing that the full plan is already in force.
