Ho Chi Minh City announced 12 investment projects on the morning of 28 October at the high-level plenary of the Autumn Economic Forum 2026 (AEF 2026), with Prime Minister Le Minh Hung and Nguyen Thanh Nghi, head of the Central Policy and Strategy Commission, in attendance. All 12 have received investment policy approval or an investment registration certificate, and they focus on seaports, logistics, urban development and high-tech manufacturing.
Two different totals
The two outlets give different totals for the same list. Bao Chinh phu, the government newspaper, put the combined capital at the equivalent of about 13.58 billion USD, with a headline figure of more than 13.5 billion USD. VnExpress reported total registered capital of about 16.4 billion USD and described it as money investors have committed to the city.
One visible difference is that VnExpress counts the smart complex in functional zone 2A of the Thu Thiem new urban area, worth about 2.292 billion USD, among the three largest projects, while the Bao Chinh phu article does not mention that project in its rundown. Neither outlet explains the gap, and KBVN+ has not been able to confirm which figure is the official city total.
The biggest projects
| Project | Investment | Scale and capacity | Source |
|---|---|---|---|
| International University Urban Area | About 173,115 billion dong, or 6.612 billion USD (after adjustment) | 880 ha in Xuan Thoi Son commune | Bao Chinh phu, VnExpress |

| My Xuan 6 port | More than 1,742 billion dong, about 66.6 million USD | 20.76 ha; 2.8 million tonnes a year | Bao Chinh phu |
According to VnExpress, the three largest projects account for nearly 84% of the total it reported, and the urban development group is worth about 8.9 billion USD. Some projects have already broken ground, including the International University Urban Area, the Thu Thiem smart complex and the Cai Mep Gemadept - Terminal Link port.
Can Gio port is being developed by Vietnam Maritime Corporation, Saigon Port JSC and Terminal Investment Limited Holding S.A., and received its first investment registration certificate on 18 September 2026. Swift Logistics is being carried out by TOKGISTIC of Singapore, which VnExpress said belongs to the TikTok ecosystem. The university urban area is planned to combine education, housing, retail, services, healthcare, sport, parks and an IT park.
Beyond ports and urban projects, the list includes high-tech manufacturing such as energy-saving glass, high-tech power cables, metal casting and machining, thermoelectric semiconductor materials, automation equipment and industrial park infrastructure, VnExpress reported.
Background: nine months of investment
According to figures from the city Department of Finance cited by Bao Chinh phu, total social investment in Ho Chi Minh City in the first nine months of 2026 was estimated at 510,286 billion dong, up 10.2% from a year earlier. Registered foreign investment, including new projects, capital increases and share purchases, reached about 17.8 billion USD, or 423.1% of the same period in 2025 and 162.4% of the full-year FDI target.
| Nine-month FDI item | Value |

What comes next
According to Bao Chinh phu, Swift Logistics expects to start operations from the fourth quarter of 2026, and My Xuan 6 port is due to be completed and put into service in the fourth quarter of 2028. Can Gio port plans to finish at least two berths by 2030, with the remaining works in a second phase targeted for completion in 2050. VnExpress said that if Can Gio is developed in step with the Cai Mep - Thi Vai port cluster, road links and international shipping routes, it could raise container handling and transshipment capacity and draw more maritime, warehousing and forwarding services.
