Vietnam had completed 9,028 rental homes since the start of 2026 at the time of an official report, equivalent to about 53% of its 17,176-home target. Housing and Real Estate Market Management Department director Hoàng Anh Tuấn forecast 16,944 completions for the full year, or 99% of the target. That figure is a projection, not homes already completed.

Starts and completions measure different things

At a Ministry of Construction meeting, Tuấn said 29 new projects had started since the prime minister called for faster rental-housing development in June 2026. Their combined planned capacity is about 85,953 homes, including 33,907 rental units, or 39%, according to the department.

The number of units in newly started projects is not a count of completed homes. The 9,028 completions since January and the 33,907 rental units in projects started since June measure different groups and stages.

The ministry said a draft revision to the Housing Law includes a new chapter on rental housing using public and private investment. It discusses urban areas, public-transport development zones, areas near industrial parks and universities, and infrastructure connections. These are draft provisions rather than newly effective rules.

Social housing spans several stages

For social housing, Tuấn reported 954 projects covering 926,329 homes at different stages. Of those, 366 projects with 226,019 homes were complete; 298 projects with 369,735 homes had started and were under way; and 290 projects with 330,575 homes had investment approval in principle.

The combined capacity equals 92.6% of a programme target of at least one million social homes. That percentage includes projects under construction and those approved in principle, not just completed homes.

The department cited difficulties involving land, local budgets, access to a 120 trillion đồng credit package and higher construction costs. It proposed further policy work, land preparation and measures to address credit procedures.
