VNPT and Quảng Trị province have exchanged a memorandum on digital transformation for 2027–2030, including a proposed shared artificial intelligence platform and greater use of administrative data. The Government News reports that VNPT envisages a phased approach, with pilots before expansion and results measured through practical use.

Data and local administration

The company identified four broad areas: data-based government and smart management; digital services at commune level; a local digital economy; and a shared AI platform for authorities, businesses and residents.

A proposed upgrade of the province’s intelligent monitoring and operations centre would connect specialised data with a shared repository. VNPT said the aim was to move beyond displaying information towards analysis, early warnings and decision support in areas including the environment and disaster prevention.

At the local level, the company proposed a digital ecosystem for 78 communes, wards and special administrative areas. It would bring together infrastructure, data, administrative applications and channels for residents. Provincial officials also identified system security and the effective operation of shared platforms as priorities.

Proposed uses of AI

Rather than developing separate applications, VNPT described a shared platform intended to help officials process information, residents complete procedures and leaders use data. Integrating a knowledge assistant into document management is also being studied.

Other proposals include digital border gates and smart logistics at Lao Bảo, Cha Lo and La Lay, connected sensors and AI for agriculture, and the digitisation of heritage and tourism. The ideas form part of the proposed cooperation between the company and the province.

VNPT chief executive Huỳnh Quang Liêm proposed a joint working group to turn the memorandum into specific tasks and timelines. The Government News also captioned an image of VNPT giving 500 smartphones to residents in difficult circumstances.
